I was wondering if taking refuge ceremonies are offered within the Tergar community.

Yes, the Tergar community does offer refuge ceremonies. Normally they occur in the context of a Path of Liberation retreat where Mingyur Rinpoche, Tsoknyi Rinpoche, or one of the Tergar lamas are present.
